Ghalibaf: No Hormuz Reopening Until U.S. Meets Seven Conditions
TEHRAN – Iran's Parliament Speaker Muhammad Bagher Ghalibaf declared on Sunday that the Strait of Hormuz will remain closed until the United States meets Iran's seven conditions outlined in the Islamabad Memorandum, dismissing Washington's contradictory media statements as a failed attempt to manipulate Tehran's strategic calculations.
In an address to the parliament, Ghalibaf said the era of attrition warfare and dictating one-sided demands to Iran is definitively over.
"The Americans, who speak one way in the media, have recently been submitting proposals through mediators. But they must understand that the era of attrition and dictating one-sided demands has passed," he stated.
"Until our seven conditions, based on the Islamabad Memorandum, are met, the Strait of Hormuz will not be reopened."
Ghalibaf noted that U.S. officials have become baffled in the face of the Iranian nation's steadfast resistance, employing classic tactics of the cognitive battlefield to sow confusion.
"Sometimes, in a single day, they make several contradictory statements. One day they take the posture of negotiation and agreement, the next day they threaten war and destruction, and the following day they claim to mediate and reconcile."
He stressed that the goal of these designed contradictions is to create mental confusion within Iranian society and manipulate Iran's strategic calculations.
"But what a vain illusion! The Islamic Republic of Iran is not a country that calibrates its macro-policies based on the tweets or daily interviews of American officials. We base our actions on the actual behavior and deeds of the enemy, not on their rhetoric."
Outlining Iran's dual-track approach, Ghalibaf affirmed that the nation operates on a strategy of "authority and rationality," ensuring it is neither overly excited by diplomatic maneuvers nor intimidated by military threats.
"We fight, and we negotiate. We are present with full power in the military battlefield and will confront the enemy with new surprises. Simultaneously, we use diplomacy to consolidate our military superiority and impose the rights of the Iranian nation."
He added: "Whoever wins at the negotiating table is the one who has prepared himself for war."
Ghalibaf said Iran and the Resistance Front are at the peak of strength and national cohesion under the guidance of the Leader of the Islamic Revolution, Ayatollah Seyyed Mojtaba Khamenei.
"We will never allow the enemy's illusions regarding our dear Iran to materialize," he vowed.
Foreign Ministry spokesman Esmaeil Baghaei said Iran's focus at this stage is on the Strait of Hormuz.
"Our positions were conveyed to the mediator during the brief pause we had in Doha. The proposals the Americans had were more or less in line with their previous positions. We explicitly declared that our focus at this stage is on the Strait of Hormuz," he said.
"Securing the Strait of Hormuz requires the American side to take specific steps, including stopping the disruption of Iran's commercial shipping, halting sanctions, and other interventionist measures."
He added that all data-x-items previously included in the understanding, plus additions from recent months, remain in mind. "The sanctions America has imposed during this period must certainly be lifted."
Responding to President Donald Trump's remarks that it is unclear who his negotiating counterpart inside Iran is, Baghaei said: "This claim has no basis. You will not find any country as coherent in decision-making as Iran. The Americans know very well who their counterpart is. The problem is actually the opposite; it lies in the oscillation and confusion of American officials."
Baghaei said Iran's seven-step plan was the newest initiative proposed by Tehran, and the world observed this approach based on good faith.
"It must be seen what response the other side will give. Past experiences show the American side absolutely does not believe in diplomatic approaches. That is why, while we speak of diplomacy, we will decisively defend Iran's national interests and security. Our armed forces are vigilant and ready to repel any evil from foreign parties."
Baghaei also touched the reports of the terrorist Israeli prime minister's secret visit to the UAE, and a false flag hijacking incident after it.
"Our advice to all neighboring countries is to fulfill the rights of neighborliness. We expect them not to allow their facilities and territory to be misused by parties that have shown they place no value on the security of the region's countries," he said.
He added that Iran declared its grievance to countries that provided facilities to America and Israel during the U.S.-Israeli aggression on the Islamic Republic.
