TEL AVIV (Dispatches) -- Israeli 
so-called security minister Itamar Ben Gvir, described by many experts as a genocidal psychopath, presented a plan on Thursday to encourage the “voluntary” emigration of Palestinians from Gaza, Israeli newspaper Ynet reported.
The proposal sets out a goal of 250,000 Palestinians leaving Gaza in the first year and 1.86 million within 7 years.
Ben Gvir said that the plan to ethnically cleanse Gaza, which he calls “Disengagement 7/10,” will be a central demand of his Jewish Power party in any negotiations to enter a ruling coalition after the upcoming Knesset elections in October.
The idea of forcibly displacing millions of Palestinians from Gaza has been raised repeatedly by Israeli and U.S. leaders since the start of the genocide of Palestinians in October 2023.
A proposal from Israel’s ministry of intelligence calling for the ethnic cleansing of Gaza was leaked just days after Hamas’s Operation Al-Aqsa Flood on October 7, 2023.
The plan called for unleashing so much violence on Gaza that the forcible displacement of Palestinians to camps in Egypt’s Sinai Peninsula or further abroad would appear like a humanitarian initiative meant to save Palestinian lives.
Since then, Israel has killed over 73,000 Palestinians, the majority women and children, according to the Gaza Health Ministry.
Independent estimates, which try to account for indirect deaths from the war, reach into the hundreds of thousands.
At least 800,000 Palestinians are homeless, living in squalid tent camps along the coast of the strip after Israeli bombing and demolitions destroyed their homes.
Ben Gvir and other Jewish settlers in Israel have advocated such plans as part of their broader goal to annex Gaza and establish Jewish settlements in the destroyed enclave.
In February 2025, U.S. President Donald Trump proposed cleansing Gaza of Palestinians as part of his plans to reconstruct the devastated strip as the “Riviera of the Middle East.”
At certain stages, Israeli prime minister Benjamin Netanyahu has promoted such plans as well.
According to Ben Gvir, Turkiye, Ethiopia, the Congo, and several Arab countries are among those being considered as possible destinations for the forced displacement of Palestinians.
However, no countries have currently agreed to accept Palestinians driven out of Gaza as refugees.
The proposal calls for an initial Israeli investment of $3.3 billion to establish the program, alongside an Israeli matching framework of up to $16 billion, subject to agreements with the countries receiving the Palestinians.
Terrorist war minister Israel Katz stated on Wednesday that the Israeli military is prepared to forcibly expel Palestinians living in Gaza by any means necessary, and is only awaiting the green light from the U.S.
“There is no real solution for Gaza in the end. The Migration Directorate is ready to do this by sea, by air and by any means. Egypt is not willing for it to go through its territory,” Katz said.
