Ghalibaf: Iran Will Respond Militarily to Intensified Naval Blockade
TEHRAN — Iran will respond militarily if the United States intensifies its naval blockade, Parliament Speaker Muhammad Bagher Ghalibaf warned Tuesday, declaring that Tehran will not allow restrictions on its access to the Persian Gulf to go unanswered while asserting that Iran has achieved more military reconstruction in 15 months than in the previous decade.
“A naval blockade is recognized as a military action under international law, and we will certainly respond to it militarily,” Ghalibaf stated in a video address to the Iranian people marking National Air Defense Day. “If they want to intensify the blockade, we will not wait and will certainly take the necessary action.”
The parliamentary speaker stressed that Iran’s control over the Strait of Hormuz is absolute, despite admitting that “in some rare cases, two or three ships may pass through the strait,” compared to the 120 vessels that previously transited daily.
“Even if two or three ships pass through on some nights, this situation indicates that we are dominant over the Strait of Hormuz,” he said.
“Ultimately, it is we who attack their bases, and it is we who control the strait. They want to pass through the strait and the southern route in violation of the agreement, and naturally we have not and will not allow this.”
Ghalibaf emphasized that Iran maintains full control of the strait and has denied the enemy any successful passage. “They know they do not have the strait, but they lie in their media,” he said, dismissing U.S. claims of control as “propaganda.”
“All international systems report, your satellites show, and the traffic proves it,” he added. “If they controlled the strait, why would they attack our islands? The reality is that we are the controllers of the Strait of Hormuz and have definitive dominance over it.”
Ghalibaf also highlighted diplomatic progress in managing the strait, announcing a new agreement with Oman.
“Based on all international laws and the memorandum of understanding, the Strait of Hormuz must be managed by the littoral states—here, the two countries of Oman and Iran—and this agreement has been reached,” he said. “The management and control is carried out by Iran, and we are the ones who guarantee it.”
He stressed that Iran’s management of the strait is fully consistent with international law. “This is our right not to give the Americans the right to interfere here, nor to allow any other country other than the two countries present in the strait to interfere,” he said, adding that the arrangement is based on Article 5 of the memorandum of understanding between Tehran and Muscat.
Military Reconstruction and Battlefield Adaptation
Ghalibaf delivered a sweeping assessment of Iran’s military progress since the recent terrorist U.S.-Israeli wars, asserting that the armed forces have achieved in 15 months what would typically take a decade.
“In the past 15 months during which we were engaged in two wars, we made progress and a leap equivalent to a decade—this is not an exaggeration,” he said. “This was achieved through the zeal and blessing of the blood of the martyrs, especially our Imam.”
He emphasized that Iran’s indigenous military technology has been decisive in enabling rapid reconstruction. “The clear reason is that our technology is domestic, and our youth are carrying out this work, and we do not need to reach out to the enemy.”
The speaker detailed how Iranian forces have improved with each engagement. “In every period of war—from the recent wars—we acted better, more precisely, and more effectively than the previous period, and this was clearly evident. Both the Iranian nation and the world saw it and confirmed it,” he said.
“Our military forces, with the experiences gained from wartime periods, have made a significant leap in the quality of their operations.”
Superiority in Precision and Planning
Ghalibaf asserted that Iranian forces have demonstrated increasing superiority over the enemy in terms of precision, strikes, and planning.
“The strikes carried out after the ceasefire and the implementation of the memorandum of understanding against American bases in various countries had strategic meanings and made the enemy conclude that they can no longer stop our missiles and missile firepower,” he declared.
He dismissed U.S. claims of intercepting Iranian missiles as hollow propaganda. “They announced dozens of times that they destroyed 90 percent, 80 percent, or 70 percent of the missiles, but again they witnessed a stronger reaction to every action,” he said. “This indicates that they are not dominant over us, and we have the upper hand.”
“In every period of war, both qualitatively and quantitatively, in precision, strikes, and planning, we are more dominant,” he added. “Their air defense capability, both radar and missile, became much more vulnerable in the Ramadan War.”
The speaker emphasized the relentless pace of Iran’s military preparations. “Every opportunity you give to our armed forces, they use it at a higher speed to strengthen their military power, and they do not waste even moments, let alone weeks and months,” he said.
Ghalibaf directly compared Iran’s military reconstruction to that of its adversaries, asserting that Tehran has outpaced the enemy despite vast material disparities.
“Our armed forces have advanced the process of reconstructing their military capability in such a way that today we have been able to rebuild ourselves more than the enemy,” he said.
“The enemy is trying to compensate for its missiles in the field of air defense and production issues, while their industry, power, and budget are incomparable to ours in material terms—they have much greater material capability. Yet despite this, today you see their challenges in their own media and in their statements.”
Economic War and Psychological Warfare
Ghalibaf described the current confrontation as a “hybrid war” encompassing military, diplomatic, and economic dimensions.
“After failure in the military and diplomatic arenas, the enemy has added economic and cognitive war to the military war,” he said.
“We are now facing a hybrid war. The naval blockade constitutes a military war, so the economic war is their main focus, and they have added a complex psychological operation to it.”
He warned that the enemy’s objective is to create unrest and chaos inside Iran.
“Their goal is to create riots and chaos inside the country. Sometimes they also want to use terror, and they may even carry out short military attacks and limited strikes to weaken us or try to make us surrender in the diplomatic war,” he said.
“But this will never happen, because this plan is clear to all officials.”
The speaker called for national vigilance, urging officials and citizens alike to avoid “playing on the enemy’s field.”
“Today, all of us—the people, officials, and managers at every level—must be careful and aware, and under no circumstances play on the enemy’s field or put ourselves in the enemy’s position,” he said. “Sometimes our simple mistake or a small incident can turn into a major event.”
Ghalibaf acknowledged that the naval blockade has caused economic hardship but noted that during the period when the memorandum of understanding was being implemented, “more than 80 million barrels of oil were exported, and significant progress was made in importing basic goods and essential materials.”
He made an urgent appeal for national unity, warning that internal divisions are giving hope to the enemy.
“The principle of cohesion and being together made us defeat the enemy in the 12-day and 40-day wars,” he said. “It was this cohesion that gave spirit to our armed forces and managers. After God’s grace, it was the determination and cohesion of the people that forced the enemy to retreat and brought us this victory.”
He closed with a message of assurance to the nation: “I assure the great Iranian nation that with the special blessings of God, your intelligent presence on the scene, and with the cohesion and unity that exists among the officials of the system in these four fields under the guidance of our esteemed Leader, by God’s grace our dear Iran will emerge victorious from this great test, and a great honor for Iran and all Iranians will be recorded in world history.”
