Khuzestan Water and Power Authority (KWPA) intends to entrust financing, engineering, procurement, construction, and 1year trial operation and maintenance of the common conveyance system of agricultural and drinking water from Karun III dam to Izeh and the construction of water treatment plant project with EPC+F method contract to qualified eligible bidders considering the following criteria and information. The bid will be carried out in accordance with Article (12) of the National Law of Bids (2004) and its relative directives in compliance with the relevant regulations of the "Law for the Sixth Development Plan of the Islamic Republic of Iran” and based on the issued licenses.
 1.Brief description of the specifications and values of the project:
1.1. Financing, engineering, procurement, construction, and 1year trial operation and maintenance of project including Intake, Pump Station, Tunnels, Water treatment plant and drinking and agricultural water conveyance pipelines.
1.2. The Contractor shall be held responsible for financing 85 percent of the Contract Price (from foreign sources).
 2.Project Location: Iran, Northeast Khuzestan Province from Karun III Dam to Bagh Malek.  
3.Estimated Cost for Execution: 223 million Euros
Repayment of the financial facilities cost of money and benefit and related expenses will be guaranteed by the provision of the sovereign guarantee, in accordance with the regulations of the Ministry of Economic Affairs and Finance under Article 62 of National Audit Law of the Islamic Republic of Iran.
 4.Execution and Operation Periods: 54 months including 42 months for financing, engineering, procurement and construction, along with 12 months of trial operation and maintenance.
 5.Eligibility Criteria of Bidders:
Foreign contractors must introduce a bank or foreign financing institution approved by the Central Bank of the Islamic Republic of Iran, and a letter of intent (LOI) from the bank or foreign supplier that agrees to finance 85% of the credit provide project requirements along with qualitative evaluation documents.
Foreign contractors who have sufficient records in financing, design, procurement and construction of water pipelines, tunnels, pumping stations and treatment plants with the participation of domestic contractors according to the current rules and regulations of the Islamic Republic of Iran Including the law of maximum use of the country’s production and service capacity and support of Iranian goods, by observing the following conditions, can participate in qualitative evaluation:
Foreign contractors who have business records and technical capacity (Business License) in accordance with the job description in these evaluation documents, must participate in consortium with domestic contractors which certified grade 1 of design and build in water conveyance pipelines and dam construction sub-branches or participation of domestic contractors certified grade 1 in water field under sub- branches (A) dam construction and related facilities and (B) water conveyance pipelines and water and sewage networks and domestic consultants which certified grade 1 in specializations (A) water and sewage facilities and (B) dam construction, with technical and executive records And in partnership with Procurement, documented and valid to participate in the tender.
Note: All stages of concluding a financing contract will be in accordance with the commitment of the consortium and in accordance with the conditions of the Central Bank of the Islamic Republic of Iran.
