 PANAMA CITY (AP) – Panama declared a state of emergency on Saturday to coordinate relief efforts and assist communities affected by a powerful earthquake that struck the country. Presidency Minister Juan Carlos Orillac told a press conference at the presidential palace that the declaration would ensure government agencies remain on standby and have the resources needed to assist those affected. Orillac said President Jose Raul Mulino had ordered the creation of a commission to coordinate relief operations, manage resources and address the needs of affected communities. The government has also set up donation collection centers, including one at Omar Park in Panama City, while provincial government offices will serve as additional collection points, he said.

GENEVA (AFP) - At least 139 migrants died, including 15 children, and some 116 went missing when a boat sank off the shores of Djibouti overnight on October 8-9, a UN agency said Sunday. Survivors said the vessel — which was carrying 350 people from Djibouti to Yemen — capsized north of the Djibouti town of Obock, according to a statement from the International Organization for Migration (IOM). “This is a devastating loss of life. Our thoughts are with the survivors and the families who have lost loved ones or remain without news of their relatives,” said Alexandre Coissac, IOM chief of mission in Djibouti, in the statement.

Dhaka (Reuters) - Dengue-related deaths in Bangladesh rose to 303 since January this year as health authorities on Sunday reported four more fatalities across the country and nearly 2,200 new hospitalizations. With the latest admissions, the total dengue caseload stood at 99,275, according to the Directorate General of Health Services (DGHS). October has recorded 58 deaths so far, while September saw 148. Of the total hospitalized patients, 92,803 have been discharged after recovery. Bangladesh usually experiences its dengue season between June and September. The mosquito-borne disease has shown a sharp rise in infections and related deaths compared with the corresponding period last year. There were 225 deaths and 53,606 dengue cases recorded by health authorities in the corresponding period of 2025, according to DGHS data.

NEW DELHI (Reuters) - Police detained hundreds of protesters in Delhi for a second day on Sunday as sporadic protests broke out demanding India’s election chief quit, while a court ordered the release of “cockroach” movement founder Abhijeet Dipke and two other senior leaders. Dipke and the other leaders of the Cockroach Janta Party (CJP), a nationwide youth protest movement, were detained when their plane landed in Delhi on Saturday as the movement planned to gather thousands of people at Jantar Mantar in Central Delhi. The court ordered their release with an undertaking to “maintain public peace”, the CJP said in a statement.

FLORIDA (Reuters) - Four people died after Hurricane Isaias made landfall, and about 670,000 residents in Florida, Alabama, Georgia and Mississippi were still without power as the storm weakened to a post-tropical cyclone, according to local authorities and electricity monitoring services. Two of the deaths resulted from trees falling on homes, according to local media and authorities. Authorities in Florida had received no search and rescue requests shortly after landfall in a sign of limited impact, Governor Ron DeSantis said. But hazardous conditions remained and storm surges, flash flooding, damaging winds and a risk of tornadoes across parts of the US Southeast were expected, the National Hurricane Center said.
