BAGHDAD (Dispatches) -- Iraq said on Saturday the U.S.-led occupation had handed over all its bases and headquarters to Iraqi authorities, as three armed factions turned in weapons including drones and missiles ahead of a Sept. 30 withdrawal deadline.
The head of Iraq’s Security Media Cell, Saad Maan, said the occupation had surrendered all its bases and that “there will be no combat or training forces” in Iraq after Sept. 30. 
Foreign Minister Fuad Hussein, in an interview with Al-Arabiya, said Iraqi forces were ready to take over security responsibilities and would be capable of confronting internal challenges.
The office of the Commander-in-Chief of the Iraqi Armed Forces said three Iraqi factions had handed over weapons including drones and missiles, and reiterated that there was “no justification for weapons outside the framework of the state” after Sept. 30.
The statement named Saraya al-Salam, Asaib Ahl al-Haq and Kataib Imam Ali as having complied, while five other factions—including Harakat al-Nujaba and Kataib Hezbollah—have refused to disarm. 
Foreign Minister Hussein said the government would present a plan by the end of the month with mechanisms and timetables for confining weapons to state control, with full disarmament envisioned by June 2027.
In a separate development, Iraqi Prime Minister Ali al-Zaidi arrived in Baghdad on Saturday from New York, where he attended the 81st UN General Assembly session and held meetings with U.S. President Donald Trump, Turkish President Recep Tayyip Erdogan, Iranian President Masoud Pezeshkian and Syria’s de facto president Abu Muhammad al-Jolani, among others.
Iraq and Kuwait agreed Saturday to form a joint working team to review outstanding bilateral issues and submit recommendations to both governments within 30 days, following a meeting between al-Zaidi and Kuwaiti Crown Prince Sheikh Sabah Khaled Al-Sabah in New York.
Also on Saturday, Iraq’s Security Media Cell chief confirmed that the Turkish military camp at Zelikan in Nineveh province would be handed over to the federal government gradually, calling it a “strategic step” to reinforce Iraqi sovereignty. 
The Maysan Police Command announced it had brought a tribal clash in Qal’at Salih district under control after the death toll rose to three.
