President Pezeshkian Enacts Iran-Turkey Railway Cooperation Agreement
TEHRAN – President Masoud Pezeshkian has signed into law the Agreement on Railway Cooperation between Iran’s Ministry of Roads and Urban Development and Turkey’s Ministry of Transport and Infrastructure.
In accordance with Article 123 of the Constitution of the Islamic Republic of Iran, President Pezeshkian on Sunday notified the Ministry of Roads and Urban Development of the law for implementation, Iranian Presidency reported.
The agreement was approved during a public session of the Iranian Parliament on February 19, 2025, and subsequently ratified by the Expediency Council on October 29, 2025, confirming its alignment with the interests of the nation as per Article 112 of the Iranian Constitution.
Furthermore, the implementation of this agreement is contingent upon the completion of the formalities outlined in Article 16 of the aforementioned agreement, as stipulated in Article 125 of the Constitution.
For the first time, Iran has launched the export shipment of clinker by rail from Hashtgerd Station — located at the Abyek Cement Plant — to Turkey.
In line with its policies to expand international transport, boost transit capacity, and strengthen the role of railways in the national economy, the Islamic Republic of Iran Railways has begun the inaugural export movement of clinker from Hashtgerd to the Turkish market.
The shipment consists of 27 freight wagons carrying a total of 1,500 tons, which were officially loaded and dispatched.
This initial phase is being implemented as a pilot, and if tariff conditions, transit performance, and border exchange procedures prove efficient, monthly exports of around 20,000 tons are expected to follow.
According to officials, the operation will generate approximately €2,000 in foreign currency revenue and is expected to stimulate growth in export rail transport across the Tehran Railway Directorate and the national rail network.
